TEMPORARY ACCESS TO VIRRGIN LITE FOR ECONOMIC SUBSTANCE FILINGS

The International Tax Authority (ITA) advises Registered Agents (RAs) that VIRRGIN Lite is now accessible to facilitate the filing of Economic Substance (ES) declarations for the June 2025 and December 2025 financial periods.
VIRRGIN Lite will remain available until 31 August 2026.
Access to VIRRGIN Lite will be governed by the parameters outlined below. Therefore, Registered Agents are encouraged to review the eligibility requirements, registration process, and security obligations before submitting access requests for overseas personnel.
Access Requirements
Access will be available solely for the purpose of submitting Economic Substance declaration-related filings through the VIRRGIN Lite platform.
Current VIRRGIN Lite users will have the new transaction added and will only be required to submit the required information if additional users are in a location outside Hong Kong. No adjustment to subscription fees will be made.
During the application process, Hong Kong should be selected regardless of whether the location is situated in another jurisdiction. The exact location of IP addresses and users should be included in the email.
Eligible Users
Access may be granted for up to ten (10) approved personnel of an RA or an affiliated Group entity located outside the Virgin Islands.
Static IP Address Requirement
Overseas access will be restricted to no more than three (3) approved static IP addresses, which have been vetted and authorised by the Commission.
Local Oversight and Compliance
Registered Agents’ offices in the Virgin Islands will retain full responsibility for the oversight and management of all approved external users. This includes user management, training, troubleshooting, and ensuring that appropriate internal controls, supervision, and data-handling standards remain in place throughout the access period.
Fees
In light of the limited duration and regulatory purpose of this initiative, the Commission will waive the application fee associated with access to VIRRGIN Lite for approved external users during the Approved Period of Access.
Application Process
RAs intending to request VIRRGIN Lite access must do the following:
i. Enter the VIRRGIN Lite Subscription Application.
ii. Select Hong Kong to allow external user access (even if the location is another jurisdiction).
iii. Create users (No more than 10 users).
iv. Send an email to support@bvifsc.vg containing the following:
a. Email subject should read VIRRGIN Lite Temporary Access
b. Static IP addresses (no more than 3)
c. Usernames (no more than 10)
d. Users’ email addresses
e. Users’ locations
f. Written confirmation that the BVI RA will serve as the first point of contact for all training, operational questions, and troubleshooting.
v. Note that any missing information may cause a delay in the processing of applications.
vi. Note that users will be granted access after the IP addresses have been verified.
vii. Ensure all user declarations are completed.
Monitoring and Compliance
The Commission will actively monitor the use of VIRRGIN Lite throughout the approved access period. The Commission reserves the right to suspend or revoke access at any time where security, compliance, or operational concerns are identified.
